Kingman begins GBR chair role as rail legislation continues through Parliament
Britain’s rail integration programme has its first chair, while legislation to establish GBR remains before Parliament.

Sir John Kingman has taken the chair of Great British Railways, with work beginning immediately on preparations for Britain’s proposed integrated railway organisation.
The Department for Transport announced the appointment on 16October 2026. His initial responsibilities include organisational design and preparing the industry to combine responsibility for trains and infrastructure.
A transition still underway
The appointment precedes GBR’s formal establishment. The Railways Bill is still progressing through Parliament, so the leadership announcement should not be read as confirmation that the new statutory organisation is already operating.
Kingman will work with rail businesses and devolved transport authorities as preparations continue. The department identifies passengers and service improvement as central priorities.
Experience beyond rail
His previous roles include senior leadership at the Treasury and chairing UK Research and Innovation. The appointment gives the reform programme a named chair during its transition.
